It can be a very tricky predicament. I usually play Tank, and I always try to accommodate my party as best I can. If they ask me to do something, I'll usually try my best to get it done unless I know for an absolute fact that I can't do it (i.e. pull enemies from one boss door to the next and pray I get enough heals.) I mean, if the party wants to clear the dungeon entirely, I'll usually do it because, if I'm in a Low Level dungeon, that's a ton of EXP otherwise going to waste. If I'm in a High Level dungeon, that's a fair amount of Gil otherwise going to waste.
Also, literally just had deja vu as I was writing this. I could swear I've written this exact post to this exact thread before.
If the party is geared enough, you don't even need a tank for anything below brayflox normal and even a few higher than that.
Had a tank in halatali once that thought he was gonna go afk and "1 minute" every time we finished a mob pack. We decided to just clear the next pack and he starts mouthing off about if we weren't gonna wait, blah, blah. We promptly gave him the shape of Italy and finished the run tankless very easily.
Tanks aren't near as important as they wanna think they are sometimes...
If somebody is new, he gets precedence over the majority. He has the right to experience his first run calmly and explore everything. As for the rest, I never oppose doing something extra. I like most Dungeons and I am in no hurry to finish them, and even if I happened to get one that I don't like in Roulette, the difference is 5-10 minutes at most. It's not like I'd be doing anything important anyway, I'd still be playing the game, so... it costs me nothing and makes a person happy; I see no reasons to oppose.
The only thing I don't compromise on are speed runs. I hate them and they completely ruin the game for me to the point it's not fun anymore, so if if the rest of the party wants to SR even after I said no, I simply leave (but no ragequits or insults thrown around of course).
If i get asked to clear a dungeon i clear it period. I consider tanks to be the party leader in a sense because they lead the party through the dungeon but a good tank does what the party wants. If they want a speed run i do it, if they want xp i do it, if they want me to do a weird strat fine i'll do that too.

As a tank I was personally very annoyed with full clears. I just wanted to finish and get my daily roulette done. I always told people I had to leave soon and didn't have time for full clear. Some people say my queue is fast and I don't understand, which yes is true but I didn't join for full clear only to finish as fast as I can which they don't understand.
It's an unfortunate disconnect with people who are using the system to level up. Still, I think that in the OP's case the person in question did the right thing with just leaving the group. The only problem is with the option to select "in-progress runs". Personally I think that was a super-terrible idea to allow people that option. We had a healer DC in Haukke manor the other day and while the BLM that we had was nothing short of absolutely freaking EPIC (we basically 3-man'd the entire dungeon with her healing and cleared it in under 30 minutes) - it wasn't her job and we would have had to abandon the dungeon if the other DPS had been a monk or whatever.
My friend who is a tank always asks in the beginning of the dungeon if anyone needs exp and wants to kill everything. I think that is the way it should be
I play Paladin and, as a tank, you pretty much are the leader of the run, because you are the one walking ahead, marking mobs and controlling what's killed and when. But, you're only 1/4 of the party, there're 3 members remaining, so I call for democracy always. If it's a low level dungeon, I ask the party members what they want to do: Kill everything or quick run. If the majority of the players want to kill everything, so bet it, otherwise, I'll optimize the run to have a quick clear.
Who's fault here? Hm, it's divided between the DPS and the tank. The DPS for acting like a child and leaving and the tank for not giving his opinion. The tank should have said "Bro, I don't feel comfortable with doing a full clear because I'm in a hurry. I'm sorry" or something. Comunication is key for these issues.
