PVP Wintrade Exploitation, is this reportable?

Please explain how win trading works. If you get teamed up with a random group I don't understand how this can happen.

Group makes 2 parties of 4 and queue up. There are not many people doing PvP (especially the 4-man premade one, or at least it was like that when I played my few rounds during first days of 2.1, most ppl queued with 3 ppl, taking a random healer) and DF puts priority on own server, so the chance of facing the other party is very high. Then they take turns for losing on purpose.
