I see no issue with paying someone to help you clear content. It's like they're mercenaries. So what?

Neither do I to be fair, mercenary is among the most ancient of jobs around and it pays well.
That said though, I don't merc myself nor do I pay for mercing services but I don't mind them in partyfinder.
Shout spam on the other hand does get on my nerves, but tossing them in the Bozo bin for a few hours does help against that.

And on topic.
No you cannot report them, mercing is not in violation of the EULA and neither is advertising for it.
