    i do not wish be a dick or start a disscussion about ps4 vs Pc... But

    Here.... Look this video so you notice the Crappy and poor optimized this game run on ps4

    The Frame rate variation is insane. You can go 20 - 60......... Im really Sad even in the open world content the Ps4 cant keep 60 Solid FPS. =(

    My Cousin play on ps4. Again my intention is not say hey ps4 ver sucks. But the people who say comentaries about Hey the ps4 Runs like pc, that do not have FPS issues is a BIG lie.........

    in my Actual PC using Sweet FX.

    In Open world areas i get 80 - 140 FPS..... playing on 1080p.

    In the Towns or really Crowed areas, I get 35 - 90 Frames depending, where im example in Mor Dhona. But i never get bellow of 30 FPS... In the ps4 you can notice the FPS droping below of 22..........

    The effects i use on my game via Sweet FX are

    4X SMAA
    4X FXAA
    HDR
    ETC.

    My game looks a lotttt better than the ps4 version with this effects....

    The minimum Frame Rate acceptable for to be considered playeable is "30", if your game falls below of this number. You will have several problems in "Raids" or "PvP".

    if you are droping 20 FPS in CT on ps4, you will be unable compete in damage vs the other DPS or you will be unable dodge the enemies attacks............ Or if you are playing PVP and your FPS fails below of 22 FPS you will be unable be competitive.

    So please, guys enjoy the ps4 version but Shhh.

    Answering to the OP

    The minimum Video card for play this game at 60 FPS is Radeon R9 270X.

    240, 250, 260 the best for you is cap the FPS at 30 and reduce some graphic settings Sorry =(

    R9 270X will give around 30-40 fps during combat and in heavy areas on the maxed settings. But playing at 30 fps is still very comfortable.

    Having not played with a PS4, I didn't think PS4 would be that bad in popular fates, however I'm not that surprised since it's only a 1.6 Ghz processor with 8 cores. PS3 must have been much worse.

    Most PCs usually have the opposite issue, where the video card isn't powerful enough such as in the case of the OP.

    R7 240 is about 1/4 the power of the PS4 GPU.

    R7 260X and higher is more powerful than the PS4 GPU.

    One thing to keep in mind is a lot of PCs come with a low watt power supply. Make sure your PSU can handle the video card you upgrade to or you might need to upgrade PSU as well.

    There was, it's perfectly fine to use.

    Seeing as it doesn't actually alter or interfere with any game-data, or provide an advantage to players over others.

    It's simply a overlay filter, nothing more.
