There is only a 1 wd difference between the i95 wave weapon and animus. Stardust rod animus has 72 wd, spell speed and det. Wave staff has 71 wd crit and det. I would argue that stardust rod is only marginally inferior as crit is the preferred secondary stat for blm.

As for farming animus weapon while waiting to get sands in t8 is not a feasible proposition for most players with the rng and grind involved in the animus. Getting to t8 itself probably also requires lots of time spent wiping and learning the fights. So I would say that getting both done would be near nigh impossible save for the exceptionally hardcore and dedicated raiders.
