Actually there were a few thread that noted people who didnt like dungeon grinding for levels. They wanted an incentive for more people to do fates because soloing a boss fate is (was?) kind of hard.
Forcing high level players to do low level fates isn't a solution to that problem though. You are making players who already did those fates who are doing end game oriented content go back to do old, low level content just for the sake of a few low level alts or a few new players. Sure, for the next few weeks you may see lots of high level players participating, but one, or two months away from now when most everyone has done it already for their relic upgrade, those fates will be empty yet again, and the problem will not have been fixed.
Fates being required for any form of content is just a hindrance. Having to sit around and wait for them to spawn is anti fun and not what any game developer should be wanting their players to have to do.
