    I make that 2748 with 340 Control...?

    The endgame i55 synths require 2646 quality, but i70 synths require 2921 Quality.
    The above rotation is however more powerful than that of the OP, and should be able to HQ 100% One-Star gear but not Two-Star gear.

    If you want to refine that rotation further: Adding Innovation doesn't use up any Durability because it isn't a Touch or Synthesis action but a buff. You can drop Innovation and swap the single Standard Touch for two "Basic Touches" for a better return (though you'll need to swap Steady Hand to Steady Hand II to get them up to 100% hit chance)

    That would surpass the 2921 cutoff and can be considered a "100% HQ" rotation providing that you don't get an Excellent condition on either of the "Steady Hand II"s (if an Excellent Condition lands on "Great Strides" then you can skip it and just use Byregot's Blessing right away)

    In order to eliminate the possiblity of a rogue Excellent condition landing on a "Steady Hand II", we can either use Observe; or a low-cost buff like Innovation.

    This is what most people would consider a "proper" 100% rotation.

    The only way for it to fail to be 100% would be if you get TWO Excellent conditions in exactly the wrong places - one on both of your "Steady Hand IIs". You can remove any danger from this extremely remote possibility by increasing your control to 343 - this would give you enough of a buffer to safely weather an excellent condition on the First Steady Hand II, meaning that you only need to use Innovation if you get an excellent condition on the SECOND "Steady Hand II".

    That last rotation actually isn't half bad and should be doable with 347 Craftmanship, 340 Control (or 343 if weathering that first Excellent!) and 366 CP; but it would require you to be aware of your condition modifiers and have considerably more cross-class skills available than listed in the OP.
