Apart from the obvious answer of "it's too OP" boosting dmg is counter productive to what a tank does. Either high defense or high HP (or both?). No where does it state that a tank has high dmg unless its an ability/weaponskill/cd.
You obviously haven't rolled with a war. I crit 1920 dmg with Butcher Block on Asclepius with 4 stacks. I nearly shat myself. Wish I had the screen pic but it is possible to hit big numbers.
If there's one skill that I would like from mrd/war it would be Rampage.
SC most definitely generates a crapload more enmity than Overpower. I've always seen that it has the same 5x modifier as Overpower. Even so, you're forgetting that Steel Cyclone ignores Defiance, which means that it's functional potency is 266.66, not 200, so it generates even more than Overpower even if it were a x3 modifier (200 / .75 *3 * 2 = 1600).

Play as DPS -- No one thinks you're important. If you die a lot someone might throw a "DPS dodge!" your way.
Play as Healer -- Love all day, even if you stood there and did nothing 80% of the time.
Play as Tank -- "PULL MORE." "PULL LESS" "WHY U DYING SO MUCH?" "#$*#!" "U GOTTA MARK MOBS!"

Tanking doesn't carry more responsibility. It carries more harassment.
Paladin isn't that bad either actually. I crit 1.2k on Rage of Halone on Asclepius with 4 stacks, with Fight or Flight and Sword Oath. 1.8k crit on Spirits Within with Fight or Flight, Sword Oath, and Mega Potion of STR HQ. Weapon speed has absolutely nothing to do with special attack damage. The only thing it affects is auto-attack damage, but, no matter what, you still deal 83.33 potency per GCD so the DPS is identical. A 300 pot hit on a WAR is going to hit just as hard as a 300 pot hit on a PLD, all modifiers equal.

Tanking is a Duty in high demand because
It is boring
You don't really feel like you contribute anything to your group as a tank
You don't need a meter to tell that a tank isn't doing their job well
there are 5 DPS jobs and 2 tank jobs and 2 healer jobs. I mean, really, imagine the amount of whining that would ensue if there were only 2 DPS jobs.
First MMO I ever played. Picked a tank thinking it was the easiest role. Besides, it was a gladiator and thought that was cool.
ALWAYS asked for help, learn new things, etc. Got a lot of crap for that, but not too often.
In harder content, it became bothersome, because "I wasnt doing the dungeon right" = I wasnt doing it the way they wanted it done. Didnt wipe. Just not the way they wanted it. So....I asked each time to get plenty of idea, soon just started saying how I was going to do the pull, and go.
