If this is true than it's no reason for me and my fc to continue this game. We were just hoping maybe in a later patch they would add open world elites/bosses. But if thats never going to happen then what's the point? If hes never going to add open world content what on earth is the point of this game?
Well the hanging out and killing bosses for "fat loots" is something this game does have. Primals/Moogle/Ultima for your direct boss fights. The open world NMs not so much. But that does limit you to you and seven other friends. There has been talk about alliances but no details is that's just going to stay in Crystal Tower or not. I have a feeling if NM do get reintroduced it will be something like how the Treasure Maps work. Get item, go to location, pop NM.

Q: How will we fight notorious monsters in A Realm Reborn? Will they only appear in FATE battles and dungeons?

A: For the most part, NMs will only appear in FATE battles. Once a FATE has started nearby, it will be marked on the map, so players that join will notice the NM right away. We want these battles to be a fun experience that brings players together. Some very large NMs are hiding out there somewhere, so stay alert!

Now keep in mind that's from the 5th Live Letter, but they really haven't changed this stance since then.

Edit: There is a inherent problem with the NM/HNM open world system. 1. Competition of certain NM/HNM if "mad loots" are dropped. FC's could put a lock down on certain NM/HNMs. 2. Currently FFXIV doesn't really have a claim system to lock out people, so perhaps number 1 isn't a concern. However, if that's the case then it's just like an Odin or Behemoth. Mass mob of doom/lag/render issues. 3. If "fat loots" don't drop off of NM/HNM people won't really do them. Just having them there to be there isn't really an incentive to add them to the game. 4. The current zones would have to be expanded it bit. 1.0 could handle NMs roaming the world due to the fact it was massive in size. The current game only gives us a portion of the map size that 1.0 had (the maps we currently have aren't smaller, we just don't have access to the full map).

One might be concerned that its a FATE, but... Well, firstly I seem to remember you can help random people with NMs in 1.0, you just wouldn't get credit if you weren't in the party that claimed it. Secondly, if a rival Free Company claims Ifrit, and you want to claim Ifrit so you can summon him, I really doubt you're going to join the zerg rush against Ifrit when you can instead watch them die and then claim Ifrit...
I'll believe it when I see it. hehe

Perhaps most interesting is what Square Enix is doing with summons. Instead of giving every player the ability to summon primals like Ifrit or Shiva, there will only be one Ifrit per server. “The players will get together in their Free Companies [guilds] and they will fight Ifrit. If they defeat him, they will get the opportunity to summon him once. That Free Company will get to decide where and when to use him. Then Ifrit goes out to another place in the world for other people to go get him, so it’s like this competition between people in the world. This won’t be instanced, this will be public content, so anyone in the world can do it.” Until Ifrit is summoned, no other player group will be able to summon him. When Ifrit is actually brought into a fight it seems like nearly everyone in the server will know, because the skies will turn red. Then once the skies clear, you’ll know Ifrit is again available to defeat and acquire. “The whole world is involved in the summoning of these monsters.”
