Also, IB off the GCD would be alright but using it while pacified is a bit.. mmmm idk. On top of that you'd have to bring down the damage on IB otherwise it'd be a bit ridiculous for something off the GCD. The only problem with using it during pacification is that it might be too big of a DPS increase - though that really depends on how much you bring IB's damage down to.

I don't really know why people think it would be too much damage off GCD, the 300 Potency matches PLD Spirits within at 300 on a 30s CD, and it takes approx 24 seconds to charge an IB. It's really not all that different and considering ull want to time ur IB's, you will more likely use it every 30 seconds rather than when it is charged.
