Checked out that link, said "they are looking into it" which for SE can mean many things. I hope it means they will truly fix it but who knows.the reps said in a previous post they were going to work on it, also forcing fullscreen in windowed will not solve the problems playing in windowed mode have which are mainly SLI and crossfire only work in fullscreen.

I beleave that they will atleast see if its feasable, from what I have heard the problem is to do with Dx9 having to draw the differant resolutions for the desktop and the game. I beleave it could be fixed if they make a change to the engine but that would be a botch, also Dx10/11 should fix it but it doesnt look like we will get that anytime soon

This is effectively a bug. SE says it's "by design" but it is a bug. It's well-documented how to do this in Direct3D.
A real answer. Not something in the lines of "we are looking into it but it's complicated".
I can only post what I have heard about things to do with Dx, because beyond the features I dont know much, and I dont research it much, but I do know that other games can get round this using Dx9 and have done so SE should beable to do it.
