Like everyone in all the other threads are saying, it's likely not SE. It's how your internet is routed to SE. Change your internet provider.

I was with TWC and had the same thing as you. Called them and had them come out multiple times to 'fix' the issue. They couldn't. Switched to ATT and haven't had 1 bit of lag or lost data packets since. It's how your company routes the traffic to the SE server. That's why stuff like VPNs help a lot of people, it changes how you're routed.

If you don't like it, either stop subscribing or change your internet provider. /shrug
