Because internet traffic doesn't take the same route for everything, just like you don't take the same road to go to different places.
There's something between their ISP and SE's servers that fucks up the latency for those players.

How you conveniently forget proper animation/position synchs, client trust, netcode and its predictions... higher/lower latency is not the only possible factor.
I don't have any problem with any of that, neither does anyone on my set and I'm sure there's barely anyone that has those problems, if at all.
If it was on SE's end everyone would be affected, not just some arbitrary number of people.
While the client/server code is far from perfect and has its fair share of problems (ie: not being able to hit a moving target as melee and stuff like that), it certainly doesn't make you unable to complete the current content.

Seriously, some people just refuse to reason and just want to have someone to cry and complain to, the fact that it doesn't affect everybody and it's avoidable with a VPN should tell someone with a functioning brain that it can not be on SE's end, because that wouldn't do anything, especially the VPN part.

Everyone is affected... but below certain latency you just don't experience ill effects...
So you are just speaking just from your POV... I like red colour, I bet everyone does!
Proper server side prediction and some client trust would really help for high latency players.
It's the usual "I HAEV NU PRUBLEMS SO NOBODY DOES HURR DURR!!1!" that keeps going since page 1.

Your arguments are flawed as well. The first is the ever-so-often used argument from ignorance. And the phrase 'I'm sure there's barely anyone that has those problems, if at all' is clearly FALSE. Have you been reading the posts in this thread?
Second, just because the problem doesn't affect EVERYONE or EVERYONE ALL THE TIME doesn't imply (i) it doesn't affect SOME people SOME of the (crucial) times. Moreover, it can still be SE's fault when they created problems that happen to SOME people SOME of the time. Since when for a fault to be blameworthy it necessarily needs to fulfil your criteria of 'everyone' and 'all the time' clause? For instance, I am a forgetful cashier at a grocery checkout - I give back the wrong change to *some* of my customer *some* of the time - does that mean I am not at fault?
