Not every country is the US. Not everyone can just say "yeah, I'm gonna upgrade my hardware right now."
You don't need a high end PC to run this game well since my PC is far from high end, but the graphical/frame rate/load time difference is highly noticeable. To say the difference is negligible is a lie.
