I dont think is lazyness, do you want to spend your best arrows in worthles auto attacks or spend them all with skills worth it? i dont see gld trowing their swords, besides in FFXI ranger didnt got any AA for range attacks and people didnt complain about it it worked perfectly with the rest of the jobs you had a delay in everybow to actually make a range attack, thats what i actually see theyre gonna do about archers, they'll have delays on their bows to balance the damage with other classes.

Now an Elm velocity bow will make logic

We already said that archers could use low level arrows or make their own which is easy enough if you have leveled carpentry.

FF11 is an old game and we shouldn't be comparing how things worked in that game to how things work in a game in 2011.

WoW uses AA and yes uses whatever arrows you have equipped, a much better solution would have been if the dev team allowed us to macro in different arrows for different TP attacks, there is always a solution it just depends how much effort they are willing to put in.

and to be honest I don't mind using by best arrows in AA if it means that my damage is significantly better, of course I would only equip my best arrows for when fighting NM's.
