    Exactly this. It's designed so people aren't overgearing everything as soon as the level cap is raised. They want you to play for longer and make all the new content of an expansion/level cap raise relevant so they're essentially reseting everyone. When they raise the level cap you can expect the "trash WP/AK gear" to be better than what you got from the final coil turns of the lvl50 cap era and the highest tier gear to be close to or even beyond the ilvl 200 mark.

    Anyway, in reponse to the OP complete resets like this are only really appropriate for big expansions and level cap raises, not for individual patches within that era of the game.
