This was also how I read it to be and why I said to remove the option to fill empty party slots. You start and finish with the group you have or you start the dungeon over. That will fix all of their dungeon queuing problems and see to it that no one spams.When I read those posts, here's what I think they mean:
Join in progress is there to help my group when I need a replacement;
When I am queueing, you should start fresh with me.
Nevermind the option doesn't have any "help" described... one would expect that the "Join party in progress" option would actually give you a party in progress.
