I totally agree , there are more things wrong with the game than this .
Like for example I cant friend or blacklist players in DF . They need to remove the boundries that servers place on the game once and for all.

... says the preson who plays tank (again) - go play DPS and try to queue for CT and THEN come back and tell everyone here there are things more "wrong" then this.
You clearly have no clue how the MMOs / Online games with multiply servers / realms / worlds works, do you??
Those are separated on purpose! There is no point having someone on FL or BL from another world, as you can't communicate with them anyway outside of the DF instance. And do you realize that on each server character with the same name as yours or anyone else could be created by someone else? The technical difficulties, cost and server load to allow cross-server sommunications are not worth this at all. This is pretty much standards at any other multi world online game outthere as well.
And yet, GW2 has no problems with whispering, friending, blocking, or even partying people from other servers. Those are separated on purpose! Your argument is invalid.

If you hit decline to join you should have a 30 seconds lockout. If you had a legitmate reason to decline it, it'd probably take longer to resolve whatever issue that kept you from joining than the lockout. There's no need to escalate the lockout. If people want to try every 30 seconds until they get something they want I'm okay with that. I'd think most people wouldn't be that bored.

This is a flawed way of thinking. Sure, let people skip a boss or two. Or why bother having bosses? Let's just give people items! Why bother having items? Let's just sit around with our thumbs in our arse.
The point is, its a game. The items encourage people to play parts of the game. So no, people shouldn't be allowed to skip parts, because then there's no point in playing the game at all.
I am happy LotA is content I can run and mostly enjoy. I am not happy with the 30+ withdrawns I have to deal with first before actually entering the place. Does it happen every time? 30? No. It is extremely rare I get under 10. Not everyone is going to see this problem every single time. I am sure next thing people will say is that we have old computers and bad internet causing the withdrawns because THEY don't see it.
MANTASTIC: I got 1017 problems, but playing FFXIV ain't one.
Llyren: Lala Tanks hit point density levels attract small planets

And in progress fishing is still rampart in the queue for CT, LOVELY.

The join party in progress is, in my opinion, originally intended to allow a random helper to appear in a party that got a quitter so that they won't be forever stranded in there or just have to quit and fail despite all their previous effort. This is an excellent feature. However, to let a replacement member have an easy dungeon (not having to do all the work from the start) is a by-product. Honestly I think, as a queuing person, there is nothing wrong in expecting for a fluke to land in a party already in progress.
However, as one of the waiting 23 persons who really want to go into CT, for example, I feel it is a total douchebaggery of someone to repeatedly hit WITHDRAW from the party when they see it is starting from the beginning, not mid-run. You did not earn the progress. Expecting a freebies is fine, forcing the freebies to happen is not, especially when you are making a bunch of other people suffer the unwarranted wait and the repeatedly failing Kachinging! of commence window. If your luck would let you have it in first try, then you kind of earn it, yes congrats, enjoy. But if you don't get in a party in progress in the first time, just go in from start or just don't go. Let other people who really want to go in go.

This game is already losing a lot of people and i'm quite concerned about so many people asking for changes that would make even more people leave ==>
Less people = even longer wait time for queues.
ANd a lot of people also leave a dungeon if they notice the party is doomed. If there is only half a group remaining in CT and they didnt even get past the first boss its quite obvious that using DF may end up being quicker then sticking around. It may be selfish but people dont like to waste time.
