You can't be any more wrong. It was created to help new players complete content they needed to progress their story. And it's a safe assumption that since it's their first time, they'd like to watch the cutscenes. The bonus associated with it is there to give people an incentive to join up and help them complete said content, at the pace of the new player.Finish.

When queuing up for Low Level, you'll be matched for which ever duty is immediately available. This is for both players looking to rechallenge dungeons and also for new players. Although the high level roulette is better for those seeking Allagan tomestones, players who've just hit level 50 but aren't up to challenging higher level duties are welcome to use the low level roulette and save up tomestones at their own pace.

You're taking two statements in different contexts and putting them together. Read it again. You can't be any more wrong. It was created to help new players complete content they needed to progress their story. And it's a safe assumption that since it's their first time, they'd like to watch the cutscenes. The bonus associated with it is there to give people an incentive to join up and help them complete said content, at the pace of the new player.

I read it three times, just for you. And I am still correct, and you still wrong.
Low-level Roulette and Story Roulette was put in place for people to help newer players get through story-gating content. The reward you get (bonus tomestones) is for your time/patience in helping them. If you want more tomestones, they explicitly say the High-level Roulette is for you.
Read it a few times yourself.

I said nothing about newer players. What I said is about roulette. Roulette was made so newer players get their pops so they don't get blocked. It's that simple.
It wasn't made for a tourist.
