I have to laugh at you bringing up Flash, as if there were actually a reason to bring it any more. The only reason you ever wanted to use Flash previously was when you needed snap aggro on something because Overpower had a painfully long animation time. Now that Overpower is basically instant and enmity has been buffed so much that there isn't even a need to use it to generate enmity while you're Pacified from Berserk, Flash is pointless (I already thought it was basically pointless in 2.1 outside of t1 OT and t4).
As to Steel Cyclone, it's *amazing*. Yes, you can generate better/comparable enmity with Overpower without spending the Wrath stacks, but Overpower is *expensive as hell*. SC>Infuriate>SC generates a metric crapton of enmity and doesn't tank your TP in the process (BB>BB>SP>SC generates more than enough to maintain aggro on everything as well). On top of this, if you're using Steel Cyclone, you're still generating Wrath stacks, which means that, if you need to get a quick burst of mitigation, you can still rely on Inner Beast; if you're Overpower spamming, you're sacrificing your tactical options by not generating those Wrath stacks. In addition, if you're using SC, you're pretty much guaranteed to have the Maim buff active (given that you gotta gen Wrath to use SC and Maim is in 2 of your 3 combos) whereas, most of the time, it's unlikely that you'll have it if you're Overpower spamming (due to cost as well as action limitations).
The only time I use Overpower now are when I start a trash fight without Infuriate or 5 stacks of Wrath. Even on AoE damage fights (like p1 and p4 on t4), I avoid Overpower spamming (I'll use it maybe 3-4 times) because I don't want to tank my TP by doing so. I can contribute plenty of damage by using SC and doing so is going to let me continue wailing on targets the entire time rather than having to wait for 30-45 seconds after spamming to get my TP back up to a reasonable level.
It does scale with damage. It heals you for 25% of your damage dealt for the duration. Did you even read it?Bloodbath should scale off Damage and perhaps add in a % of max health. so it scales with warrior
I think you just don't know what you're talking about. SEs fixes were amazing and, while they didn't address *everything* that should/could have been addressed (Holmgang still has some issues, Mercy Stroke is still a complete joke, and Foresight could bear some slight buffing), they did enough that WAR is in a *very* healthy state right now and those issues that they "missed" aren't really major concerns (with the possible exception of the bug with Holmgang not preventing forced movement, but that's being fixed).I just think SE took the band-aid approach to Warrior and really didn't look at the future
