there's actually party finder settings for making a group that wants to watch cut scenes but if you want a full group wanting to watch cut scenes be prepared to wait a LONG time, even most first timers want to skip them

but as far as duty finder goes the only reason people are going to those instances at all is getting bribed with bonus philo to do it by daily roulette. Otherwise there is no reason to go there at all since everything you get from them can be found more quickly elsewhere
