That's how Ultima Weapon worked, yes, but there is no reason all fights going through the minstrel have to work that way (assuming we even get any more fights through him).
It could just be a simple "How do you think you'd fair against <insert established ballad here>?", which also opens up possibilities for other historic battles being relived, though none really spring to mind...
Considering that it's really nothing more than a plot device to shoehorn in Ultima hard mode, they can write it however they like. Since people seem intent on spoiling Coil, maybe it unlocked after a certain point there; maybe Darnus ends up as a plot point later (doesn't Gilgamesh have his spear?) and that spurs the minstrel to tell the tale of the Battle of Rivenroad.

And another note to add:
At that time, the minstrel was imprisoned by the Yellowjackets I think (cmiiw). And because of that, he could no longer be able to hand out gobbue horns to new adventurers. And also because of that, there is no way he could have heard about event surrounding Rivenroad.
Back then, if any players visit the same spot where the minstrel was and keep poking around, we got sent to prison where the minstrel was. And when we ask him, he will say prophecies about the coming disaster that would fell, which would be Dalamud itself.

Maybe...
But remember, he is in prison at that time. And considering how the causalities after the end of era were catastrophic, kinda doubt he would get much more detailed information about Rivenroad from people who does survive aside from rumors and gossips. And unless he has connection with any of the scion members, it is kinda highly doubtful.
Need a more concrete reason for the minstrel to be able to recount the tale of Rivenroad. lol

SPOILERRRRRRRRRRRRRRRRR ->Upon completing Turn 5 you SEE NAEL so it is very much possible he is going to be a fight in future turns of Coil.
