That number isn't telling you the speed it's telling you the amount of data.I don't mean to be rude but that is exactly what latency is: the speed which it takes data to travel there and back, the size of the packet is all up to download speed, albeit it can take longer to travel there and back with larger packets it's usually not this bad. Also the lag spikes happen even when idling.
