    That's actually not an FFXIV server---it's a webserver that hosts pages about games in the EIDOS group as well as some Square-Enix pages. Ping www.eidos.com and you'll get the same IP--this works also for several of their games websites as well (www.justcause.com, www.heroesofruin.com, etc.).

    The NA/EU server IP's start with 199 and the JP ones start with 124. Run a netstat or open resmon to find the TCP connections that FFXIV is using to find the proper IP to trace.

    I'd hazard a guess you are being affected by the flaky exchanges along the US west coast corridors. Or, it could simply be issues with the Telstra undersea pipeline again, who knows.

    There are a few threads that keep working their way back to the front page about California's lag, but it's not just them--it's happening in various spots around the US as well as certain sections of Canada. Just too much data being pushed through too thin a pipe in some regions. The various ISP's need to fire up their analytics again and optimize their routes better.

    May be worth the time to generate some trace reports and forwarding them to your ISP. If enough people do it, it may spur them into investigating things with their routing partners.
