Why is "Duty Roulette" a solo feature?

Actually that group of 3 would never see you, they already have 3, it won't even consider your group of two.

You misunderstood my statements, which were meant to be taken separately. The group of 3 helps a solo individual, and the group of two helps two individuals.

you just can't use the Duty Roulette (for obvious reasons, it's meant to fill up a party having trouble finding that last member).

So my party looking to fill two spots doesn't count as a group "having trouble finding that last member"? I'm pretty sure we could make much use of solo queuers.
