It is actually more then valid. If you play any other game on the ps3, you should have noticed the ps3 loads most if not everything up front, world maps etc are also kept quite simple in example to tales of series etc. In short, there is no constant loading stress.
Mmo's however add a constant loading stress over and over again. Fates, monsters, players etc all have to be loaded when they happen. This makes the ps3 work much and much harder then it requires for a singleplayer game. it does not even load as much in Multiplayer games like call of duty either as everything and every player character is loaded before the match starts.
The ps3 is just not build to support these type of games in the way Pc's handle it. It is why limitations like fates not loading, players not loading etc happen.
It's inexcusable to the devs. Honestly I don't think it should've been made for PS3 either, granted I'm overall glad it did otherwise I wouldn't have gotten to play it.
But a game should be 100% playable no matter what it's played on. If it's developed for it, it needs to work properly. Especially when they themselves said that the PS3 would have no difference in gameplay as the PC when hardware was concerned.
So overall it shouldn't have been done, but it's not as bad as people make it to be. It's definitely playable and tolerable. Just needs to be more than that to actually feel like you're getting your full experience.
If it has limitations affecting gameplay of any kind, it's inexcusable and just shouldn't be done.
