Lots? Maybe. I certainly wasn't one of them. Also keep in mind that whatever money people had left over from 1.0 was reduced by 90% before stepping foot in ARR, and that these prices exceed the MAX amount of gil anyone could have had in 1.0 before the reduction. Legacy servers are also home to quite a few new players who choose these servers to play with their friends. It is not fair by any stretch of the imagination to penalize all for the actions of a few.I see a few posts pittying legacy servers, no need...

The atmos gil method? I did it, spent the gil in 1.0 on materia and got Darklight in ARR for my efforts. That's a single set of Darklight. What's your point? Not everyone from 1.0 is rich.I see a few posts pittying legacy servers, no need...

Unfounded Speculation. Patch Notes disagree:
They can and will add more wards if people buy out all the houses in supply.Each residential district is divided into a number of identical wards. Even if the plot of land you desire has already been purchased in a certain ward, it may still be available in another.
Additional wards will be added as required based on fluctuations in the population and economy of each World.
