PVP abilities able to be used in PVE?

There was nothing in the patch notes that said PVP Abilities would be exclusive for use in PVP or if they could be used as cross-class in PVE... I'm 50/50 on the issue personally, although there are some abilities that I can see as being greatly beneficial in PVE... but then people will be demanding some oddly high PVP rank (like Must be PVP 30 w/ XYZ abilities and traits) as part of their Party Shouts...

Stating they are PvP-exclusive means, no they won't be usable outside the arena.

Since it's obtained through PvP, calling it a "PvP skill" is warranted enough, that name alone doesn't necessarily mean that the skill can't be used in PvE. However, my guess is that they're for PvP only.

if it wasnt pvp only they would have said:you can obtain new skill via pvp.
they clearly said,pvp skill
