Uses for Rod before nerf:
Before Titan's stomps.
If Cadeceus's get more than 2 stacks or enraged.
ADS it's good to keep it up 24/7 to it eats slower through stoneskin/adloquium and doesn't put stacks on your tanks.
Each twintania fireball, before any twintania death sentence, before twintania's 2hr skill.

Uses for RoD after nerf:
If someone is undergeared or if you want to gear yourself under the acc cap to make up for the dps nerf.

You aren't gonna gear yourself under the acc cap because you won't always have a bard with you. Unless people are carrying a "with bard" setup and a "normal setup" I don't see anyone being under 100% acc.

Let me just add WP sr if tank only has lv70 gear (to the pre-nerf)
