And if that really happens, the negative impact on Scholars will be a lot bigger compared to White Mages.
That's kind of my point. That kind of restriction would inordinately hamstring certain classes over others. SE actually wants balance, so I have a hard time believing they'd do something like that.
Allow me to play abit as the Devil's Advocate :
Strong abilities have >1 minute cooldowns, this makes sense in PvE, you gotta choose when to use your cooldowns (IE. use it on this pack of trash, or next pack of trash? decisions, decisions)
But in PvP, if after every round, all skills cooldowns have been resetted, an "imbalance" might occur, where classes such as Dragoon/Monk, have the option of just blowing all their long CD skills, and try to end it ASAP.
On the flip side, if all these skills are on CD when the match starts, these classes may feel underpowered, as they do not have their full skillset available from the get go.
The above are my personal theorycraft/observations, and my conclusion is, whether "start match, all skills available" or "start match, skills on cd", imbalance may occur in either case.

As long as WHM has Repose, WHM will beat SCH in 1vs1 fighting match anyway.

If I were the WHM, I would sleep the SCH then destroy the fairy. Then do the sleep nuke thingie (with holy for the stun effect) while keeping stoneskin up.if WHM vs SCH 1v1 in current skill set

Dunno how to handle the fight as a SCH even though it's my main job![]()
You realize that by the third Repose cast, the SCH would be immune to it? Same for the stun from Holy (which doesn't do near as much damage as you might think).
