Buff the dmg done by these two attacks by ~3-5%. and change literally nothing else. And you will have resolved all of bards issues. Give them a penalty to constantly move, but let them scale better. Win win.
Honestly if they really want to balance us around not moving all the time all it would take is making it so we do less than we currently do while moving(5-10% or so), but more than we currently do while standing still(5% or so). This would let us compete with everything else if we stood still most of the time and then would keep us away from feeling like we always have to move by giving us less damage. I don't see the old WoW hunter model working for this game though until they fix the buff lag issues(where sometimes a buff gets more time than it says it does) or even make buffs extremely obvious to players when they happen or fall off(currently that aspect is laughable).

None of this would really kill the class or even hurt it as skilled bards would still be able to shine ahead of bards that can't get used to the change. It also wouldn't make us better than anything else currently when the mages already do 5%+ more than us in equal gear/skill and the melee do close to that and will do even more after they get buffed.

I thought about this, and the delay in buffs/debuffs still take into account during this method. Just it only affects you this way, there's going to be a lot of cases where you'll be standing still after moving and it'll still register your attacks as moving. Same problem actually plagues BLM with their umbral stacks when they switch, it bugs the next cast unless they wait the delayed second and a half or so. Otherwise, I like your solution better, but I don't think it'll be as consistent with the current delay issues.

Same problems I guess on both sides? iono
