A melee has plenty of time to move to a BLM back/side considering most of their casts are 2+ seconds long, face target does nothing for that, it just points you to your target direction before casting, it doesn't rotate you while casting.
Of course it wasn't OP in 1.x, that's why I specifically said with 2.0 mechanics, a current BLM being able to move while casting would be OP in PvE, you would never have to stop casting, same with healing, a WHM being able to throw cures and medicas while moving? It would make any fight where the main mechanic is to dodge stuff a joke.I don't think you actually remember the full reason they changed every spec - Fyi, moving and casting isn't OP in PvE, especially back in 1.x, it is however OP in pvp.

Which was changed solely on the belief that it was going to be over powered in pvp. So instead of a compromise like in eqoa having a Mage at least be able to walk and cast not run they just made it you can't move even worse if some one sprint and just gets behind you before you cast your spell is cancelled.
Anyway, pvp may influence pve, but there does seem to be a good bit of independence (as you said yourself). I imagine there was a lot more involved than pvp when it comes to casting on the move. Particularly, the mage rotation would likely be much more involved if mobility wasn't its main weakness.

Which is why they added many spells that are instant / very fast cast so that you can cast them in situations that require mobility. This is why scathe exists on BLM, why some SMN/ACN spells are instant cast, why we have instant heals... people have no idea how powerful casting on the move is as a caster, my warlock in wow had a talent that let me cast any spell on the move, for the past few tiers, warlocks as a class dominated the meter for pretty much a whole year, and its down to that 1 talent, its been redesigned from a PVE POV, and other classes can now catch upto warlocks, PVP was shafted however ;/, trust me, the amount of people that complained about warlocks DPS was immense, thats a pure PVE movement, the amount of forum threads was insane, people didnt like it at all, that no matter what they did, they could not beat a warlock in their guild. and most balance changes occur due to pve, there should never be a perfect spell or ability, everything must have a risk to it, thats PVE for you

So no, it had nothing to do with PvP and more with the fact that a thaumaturge could Heal/DD/Tank/Support an entire party by himself and could even solo group oriented NMs like Dodore.
Just like it will be fair when mnk can close the distance of a caster with shoulder tackle of Drg can just span spear lob or pld with shield lob and silence
