Doesn't matter the system will have to change soon because SE doesn't think ahead. Ok you get 1 loot per week or 1 loot per boss per week. There is 6 tanks 6 healers 12 dps when all these tanks and healers get done getting their loot twice as fast as the dps(less competition) who are the rest of the dps going to group with? You think dps queues are bad now just wait till the end of the weekly reset in CT with this loot lockout.

Do not have any numbers but ill guarantee you there is 4-5 times more dps queuing then tanks/healers at least. And this is just full pugs depending on the fights in there some groups might take 1 tank or 1 healer and more dps.
