better than people quitting because they can only play the game one day a week. i would rather gear be like the original in 1.0 with a short 15 min lockout after completion and a low drop rate than the current design.

The gap between content updates is going to be smaller form here on out, so forced pacing won't be as necessary (hence no lockout on the dungeon runs).
EVERY MMO UNDER THE SUN has some kind of lockouts or limits on content to prevent the content from being "used up" faster than they can develop it. It is useless to complain about it as if it's only something that happens in this game and that people quit because of it, because it just isn't true. If you don't like it here, you won't like it in any other MMO in existence.

For end game content? Many of them actually. Even WoW does. Many major raids/end game content in mmo's have a week long lockout. In a fact a week is standard and usually the lockout ends on the weekly maintenance day.
Except we don't have a normal weekly maintenance, we have maintenance whenever the Japanese have problems, and then SE says the heck to Na/Eu players we have to cater to our people and make the game appealing to them. :c

What's wrong with one piece of gear per day? I feel like that's a lot. There'll be other stuff to do in the game in the meantime when the patch hits, too. I think you mean figuratively, because you can progress just fine on alt classes. That is, unless you have every class at 50, all combat in full DL, all relic +1, all crafters/gatherers in overmelded HQ class gear. If you have all that, and every achievement (which you don't) then you still have options. You just make a choice to focus on only 1 aspect of the game.

Lets do this by numbers. There's 6 different sets of gear that will drop, each containing 12 pieces at most.
6*12 = 72 pieces of gear
They want CT to last approximately 3 months, or ~90 days, until patch 2.2 comes out and gives us more "true endgame".
... 1 piece every 30 hours.
The shortest logical cooldown on CT gear would be 30 hours. It will most likely be 36 or 48. Possibly even longer because they don't expect (or want) anyone to farm all 6 sets in 3 months.
However we know there's only 4-5 bosses, per what Yoshi said in the Live Letter.
72 pieces of gear / 4 bosses = 18 items in each bosses loot pool
That's not going to happen.
Now, let's flip it to the conservative side, and say 5 pieces per set (the visible, non-weapon slots).
30 pieces of gear total, 2160/30 = 1 piece every 72 hours.
This number is much more logical (and more likely), but I would say anywhere between 36-72 hour lockout on gear is acceptable.
