So are you one of those PLDs who doesn't use his CDs with a longer CD cause he "might" need them at a point in the fight where they would be ready again anyway? 7min CD in a 12-13min fight gives you easy access to use it twice...even though you don't need it...not using it cause you don't have to is just a waste, when it's ready again anyway when you do need it...

You dont use cooldowns unless they are necessary as a tank.
You don't just pop them because they are off cooldown, that is a waste.
