Endgame healer gear comparison

Suppose this is a good enough place to ask. For my WHM I have to choose between the Moogle weapon or the Garuda weapon. Which should I use? They're both ilvl 70 and have the same stats overall but Garuda has 9PIE, 21 Spell SPD and 9 Wind Resistance (lol), Moogle has 13PIE, 14 Critical Hit Rate.

My gut says to go with Moogle but I haven't found much info on Spell SPD worth when it comes to healing.

Edit: Just noticed Cast and Recast times are updated on the skills when you equip SpSPD/SkSPD gear (so cool). Looks like I'd have to cast 100 spells consecutively for any actual benefit from Garuda's with my current gear (gives me .02 cast reduction and .01 recast reduction). Critical rate seems to be the better stat in this case then, am I right in this?

Spell Speed in general is just lackluster except in high quantities, same as DET. For WHM, much of your CRIT will be cures in excess unless you habitually keep your tank under 90%. I'm honestly uncertain if CRIT chance is factored per tick, if so then more CRIT would be quite nice for Regen.

I guess your best answer depends on if you habitually gear for more spell speed (go with Garuda), or if you are more DET or CRIT focused (go with moogle).
