3 Days ago, Foxclon said he was gathering feedback from users to give to the devs to create the Q&A in response to Matsui's big battle reform plan post.

だいぶたまってきましたので、明日 （水曜日）いっぱいくらいでいったん切らせていただいて、一問一答のノリで答え集めに走ります。フィードバックは木曜か金曜か…（たぶん金曜）になろうと 思いますが、ひとまずまだ何かあれば、もう1日ほどどしどしお寄せください。

He just posted the devs' answers yesterday, and Bay (or whoever does the translating over there) posted the English version today.
