It's a market friendly name to not use the "F word" (Fatigue). Nothing more. This feature is not fully implemented. Chill out until PS3 release. I GUARANTEE this was not implemented to hide the fact there was no content. This was developed as a core aspect of the gameplay and there is going to be MUCH more to it than just slowing down your leveling progression. The points that are penalized with be grouped towards earning you something. I don't know how many times I've posted this but stubborn people refuse to believe what they don't want to.
+1 for a laugh though.
Get rid of it. It's just punishing the people who play this game.
Do not remove it. Raise the cap to keep in line with the new rate of SP gains.
The earlier you look back in XIV's history, the less people ever observed hitting it, due to the very low and slow rate of earning it. The problem arose when they raised SP rewards without also raising the "high bar", so you all just hit your head trying to duck under it.
Pages ago I said you could gain (arbitrary) 50k SP in maybe a week (prior to 1.15), now that's reasonable within a day. Multiply the threshold's limit by 3 to 5. That would keep the goal halfway there.
And again initial fatigue is 10%. Not gamebreaking.
Go team minority /
I'm confused now. Do you want more people to play or not?
Seriously WTH are some of these people smoking.
Oh noes people are at the cap after grinding for months! Game over man, game over.
Seriously, what are you all smoking? Needing to play one class over and over and over in this specific game when there are, in reality, many other games that suit your needs.

Did you expect something witty?
People who play too much need to get off their butt. 4 hours a day is by far enough time before hitting SP.
