That assumes the vanity items even can be bought or farmed. If it's a unique item like a quest reward from a one-time-only quest, or something from a limited-time event, there's no getting more to combine with the next gear you want to use for the stats portion of the meld.

Dev team said themselves they don't want to see mages wearing plate armor. I believe vanity is a good thing, but to say it doesn't need set rules for it is even sillier.
I agree with keeping the limitations that are already part of the gear (like no plate armour for mages), but there's no reason for adding an additional "no seasonal gear" rule. If it were just the halloween costumes I wouldn't really mind, but sometimes seasonal gear can be nice looking stuff. I'm planning on getting the Lightning set specifically for use as a cosmetic, so it better be usable by the cosmetic system.

Paying cash for extras is how free-to-play games work. We pay a subscription here in order for all those extras to be in the game itself. If they're going to start charging for cosmetics, then they'd need to stop all subscription payments, as none of us should have to pay twice for the same thing.
