SE just needs to implement a completion bonus for those who queue up for the in demand class. So there should be a icon near each instance that indicates a shortage of heals or tanks and if you queue you have a chance for bonus exp, gil or say tome drops on completion of the instance. This won't totally fix shortages but will help queue times a bit. As well it should encourage tanks or heals not to bail mid instance.
