As I've lowered my settings I have actively resolved my "lag" issues suddenly I am magically able to avoid AoE's by simply sidestepping them where I was being hit by them while being 5 or more steps away from them before.

I'm not going into anything technical because to put it simple I don't know how, but for me lowering my settings worked.
I'll simply leave this:

My GPU's performance under certain settings of the game.
The 98% on maximum was a constant factor and whatever I did the value didn't change.
The High (Laptop) settings' value moved between 75 and 95% depending on activity on screen.

Max settings and windowed to boot in these screen shots. No stop acting like you know how my PC runs the game and start considering I may have a valid point.
