While I agree with your premise, and have recently raised Eye for an Eye from my secondary debuff to my primary go-to debuff [due entirely to a similar debate in this thread]. You numbers are actually off.

The probability of an event taking place over the course of several independent probabilities is the inverse of the probability of it never happening to the nth power where n is the number of incidences.

1 - (1 - p)^n

n can be generalized to be the duration over the attack delay.

1 - (1 - p)^(d/ad) or 1 - (0.8)^(30/ad)

Which is 89% for ad = 3. I'm going entirely off of memory, but I suspect most hard hitting enemies actually have an ad closer to 3.5 (which, due to the exponential nature of the function is still 89%).

Now, granted, monsters that attack less then every 2 seconds get fairly close to a 97% chance, but those are pretty rare.

But I am picking nits. I agree with your premise, and more healers should understand the advantageous nature of Eye for an Eye, even though it sounds like a long shot, it is actually extremely likely that the debuff will work.
