The reason was both memory and display resolution. Both are shortcomings of the PS3 platform. (PS3 runs the game in 720p.)

Besides falsely comparing the ram, as in PC needs it for OS, etc. while ps3 can dedicate it all into the game, that's not the point being made. The point is even if this game is for pc only there will be a minimum spec that they'll want to support and support until the end of the service. So no matter how powerful crazy fast pc upgrades come in the future they're not gonna abandon their initial spec, by adding content that's not playable on said machine, because not everyone will upgrade their pc.
