PS3 and PC has two different game clients (the game as we see it). The only PS3 limitation that carry over the PC version is the developers' sense of fairness. By optimizing the PS3 version, they also optimize the PC version, which is good for the PS3 AND good for the PC (less waste = more resources available to make the game smooth).
Just to make my point more eloquent: all Miqo'tes of the PC version could turn into pink elephant and the PS3 users would never notice. They would only see normal Miqo'tes for PS3 and PC players, while all PC users would only see pink elephants for both PC and PS3 players. PC players could even get a SUPER HIGH DEFINITION pink elephant for all Miqo'tes, so high definition in fact that for every Miqote visible on your screen, the game runs 10% slowly on a $3000 worth computer. PS3 users would still run as good as before.
FFXI still does and is capable of doing certain things FFXIV ARR does not - Remember that FFXI is a 2000 era PS2 game and FFXIV ARR was redesigned in 2012 on a significantly better platform (PC) and ported to a significantly better game console (PS3.)
It is not limiting the game.
FFXI has varied animations per race and gender...PS2 game btw.

The PC version could have any textures it wants it would not in anyway effect the PS3 version, same thing with animation.
There isn't a link to the original thread this was posted in, but it was talking about how under the extreme circumstances of being a full alliance group (3 full parties with the possibility of adding 2 more players per party) and a focus target, the ps3 would start to have issues displaying all the information. Vanity slots won't be displayed in any way on the UI so it isn't a problem in terms of memory or processing power.LOL, my thoughts exactly.
P.S Makes me wonder if theyre doing this "optimization" for the vanity slot too, and/or the gear preview. If theyre having this much trouble with a simple focus target (usually just a name and healthbar UI) I dont see vanity slots and gear previews ever seeing the light of day on PS3.
To sum it up...

Cool story. I'm gonna go back to tanking Coil without any trouble now, kthx.the big mistake is releasing an mmo on a console period imo
mmo's are massive games that adapt rapidly over time and while we can upgrade our computers constantly to keep specs up to par a new console only comes out every so many years which has the potential of holding games up a bit. You can scream that consoles are just as good but in reality they do have many more limits and most console players scream bloody murder if they are at a disadvantage because that is what they play on. Its a no win situation if you release an mmo on both platforms. Don't get me wrong I love my consoles and my console games but there is no way I would play an mmo on one.
They are already limiting the PC interface due to PS3 limitations.
1. See the dev post on why items are shown only with icons and no option with even a text-based list.
2. See the dev response on why our bag has to be displayed in tabs instead of everything in one go.
However it is perhaps not strictly accurate to say that PS3 is limiting PC. For #1 above, it is indeed PS3 limitations. For #2 above, though, it is because they want the game to run fine on 1280x720, hence everything must fit in that small space, even if you have 2550x1440. They simply don't care.
They do not allow better hardware to provide better functionality. Everyone is allowed only that which the worst spec can handle.

In FFXI they've deleted A lot of game terms, names, and certain items because there's no longer room on the PS2. That means my PC FFXI version can't use them as well.
In Prae I can instantly tell who's using a PS3 as it takes them 10-15 secs longer to get out of CS, and PS3 players in my FC wipe on titan over and over because they say it can't load fast enough. At least in FFXI I couldn't tell who plays on PS2, where I can tell very easily who can on this game.
PS3 is effecting all players on this game no matter what.
