Just dont allow the people that have cleared it already to roll on loot. .
I could see this easily being exploited to gear up new people. 8 people clear coil for themselves and then 7 of them rotate in another 8th member and give them all the loot. The first 8 people would be the only ones who compete for loot between the other members. It would just create an even bigger misnomer that geared=knowledgeable.
