Yes, but what is SE going to do about it? Are they going to take the entire game down for a week (or longer) and move to a new data center, so the small portion of players who are routed through bad networks can play with less lag? Is their $15 / month worth the cost of getting up and moving to a new data center? How do they knew the new data center won't cause problems for a different set of users? I think you're underestimating how hard it is to do this.
Screaming at SE to fix it perpetuates the idea that this is SE's fault, and misdirects people from voicing their concern to the people who can fix it.
