Animation have nothing to do with it - If there's nothing there you can't utilize it; FFXIV's water is a bitmap then empty space, there's nothing there, hence in her example which compared FFX to FFXIV, if you're going to make a swimming mechanic you need something there - FFX had Blitzball and some Underwater boss fights; FFXIV has nothing but a bitmap.
