The problem here is that by SE's own rules:

* Characters cannot be transferred to a World which has already reached the limit for character creation.

Character creation is currently open on Excalibur (verified by logging into the game and using the Character Creation tool up until where you can choose the server, Excalibur is definitely an option). Therefore by SE's own rules, transfers should also be possible at this time.

As an aside, if SE has decided to close a world or two to transfers it would be nice if they could let us know. I spent the better part of the day yesterday refreshing the transfer page periodically and I'd like to know if I should just give up the whole thing or if this is somehow a bug in the app (world not showing up for transfer when clearly it's open to new characters).

i am all fine and dandy with their being problems with xfering, but to break your own rules you have stated without telling us the problems that is causing it, is pretty shady work if you ask me.
