I just hope SE does not always post Patch Note like this, none of it make sense and it can mean anything. I don't know if they do it on purpose or how it get translated, but it definitely need to be better and more specific.

To me reading that says they are adjusting the tomes caps since its right after the increase part. Dont see where people are getting zone caps.

Could you give me an example? I'm of the impression that a ilvl 70 ring with 5x materia in it is still subpar compared to an ilvl 90 ring.

May want to get used to it being incredibly vague, because they've been doing it all cryptic like that in FFXI for 11+ years now!

I believe they mean to make them easier, since 2.1 is coming, and they stated current content would be made easier.

As for the tomes, I think they mean you will be able to get them from more dungeons, and dungeon that do give them (currently) will give out more

Those are not patch notes FYI. They usually put out the detailed notes when the patch is up to download.

I don't think they are the full notes.
He says at the start "I would like to give you an overview of what will be done ahead of time."
An overview is a general review or summary of a subject.
I'm presuming we will get full details some time between now and when the servers are up.
Or shortly after.
