You are only able to pass, greed, need, or not roll at all once per turn per week. If the loot window pops up, and you're able to roll, you have locked yourself out of ever getting the loot window again for that week for that turn. No way to bypass by not rolling or passing.
I don't have the link or exact quote but this was suppose to work like this from the beginning. Yoshida numerous times talked about the number of times per week you could need or greed for a piece of gear that dropped and if you were unlucky to get gear drops then a token would drop for you instead. Somehow it changed into what we got today and I have no idea where it came from. It certainly was not intended from the start. Having a limit on need or greed in a week would satisfy and solve the problem of taking on content with more than one class. You could simply reset the limit for each job you take in. I am not sure where to find that info or how to get Yoshida and company to bring it back. There were so many question asked back in those days and confusion about how many times a week a person could need. How they would get a token. None of this was imagined in the current system. So for what it is or was worth. They had your idea from the start and scrapped it.
